The Parkes Terminal Phase 2 (PP2) Expansion project is a major infrastructure development designed to support the introduction of Rubber Tyred Gantries (RTGs) and the retirement of Reach Stackers. Taylor Rail Australia (TRA) was selected to lead the project due to its successful completion of the Parkes Siding 2 extension and Goobang Junction connection to the ARTC Mainline. TRA’s collaborative approach with Pacific National (PN) throughout the early contractor involvement (ECI) phase resulted in cost savings of over 30% to the project client budget, ensuring efficiency and value for money.

The scope of works for the PP2 expansion includes comprehensive civil, rail, and services tasks. TRA is responsible for all material testing, surveys, and design, along with managing the establishment of site facilities, including construction water, access roads, and borrow pits. The works involve significant earthworks (100,000 bcm), drainage systems (4,000 lm of subsoil drainage and 500 lm of in-pavement drainage), and the creation of extensive hardstand areas (80,000 sq. metres). Additionally, 2,300 lm of new rail, 3 turnouts, 5 rail level crossings, and RC beams for RTG are being installed. TRA is also tasked with extending fire mains, light poles, and CSR services, while ensuring all environmental controls and safety measures are adhered to under NSW Act legislation.

TRA’s self-performed plant deployment, combined with SME-owned equipment, ensures a reliable supply chain and lower operational costs, mirroring the successful strategies used in the Kewdale Container Freight Terminal, WA. The project is progressing on schedule, with 20% of the work completed by August 2024, and is expected to continue without disrupting any ongoing PN operations at the terminal.

    Key Achievements:

    • Delivered over 30% savings to the client budget through collaboration during the ECI phase.
    • No operational disruptions to Pacific National during the terminal expansion.
    • Completed extensive earthworks and drainage systems, including subsoil and in-pavement drainage.
    • Self-performed all civil and rail works, ensuring cost efficiency and quality control.
    • Utilised SME-owned plant for certainty of supply and lower charge costs.
    • Ongoing project completion at 40% as of January 2025.
